Purpose and scope

In order to ensure accountability and transparency regarding the use of EU funds in projects financed by the European Union (EU), and to ensure that any communication activity on external activities financed is consistent with the values and political priorities of the Union as well as other communication activities and activities related to the EU, all communication and interaction should be carried out in accordance with the EU Communication and Visibility Principles.

EU Visibility Rules training aims to equip the participants with knowledge and practical skills in order to ensure compliance with the principles in the planning, implementation, reporting, legal and contractual issues of communication and visibility in EU-financed projects and activities.

Target audience

EU Visibility Rules training should be taken by those who participate in all kinds of projects and activities financed by the EU, who have duties or roles related to information and document production/sharing, reporting and communication in these activities.

Although the EU Visibility Rules training targets those who take part in EU-funded projects, the fact that the knowledge and skills gained within the scope of this training are generally transferable to the planning and implementation of communication and visibility activities in all kinds of projects or activities is considered as an asset that increases the widespread impact of this training.

Trainers

The implementation of the EU Visibility Rules training is delivered by experts/trainers who have experience in the implementation of the EU Visibility Rules, communication and visibility applications, as well as who have previously provided EU Visibility Rules Training.

Objectives and learning outcomes

Those who have successfully completed the EU Visibility Rules training are expected to;

  • Understand the principles of EU communication and visibility,
  • Plan communication and visibility activities in projects and activities, partially or fully financed by the EU,
  • Carry out communication and visibility applications with all kinds of printed, electronic, visual and auditory media and tools in accordance with communication and visibility criteria,
  • Apply the rules and principles related to intellectual property rights in communication and visibility activities and practices,
  • Report by supporting all kinds of reporting and communication activities with content and visuals appropriate to the scope and activities of the contract,
  • Carry out communication and visibility activities and practices in accordance with general legal provisions and contractual provisions.

Delivery and method

EU Visibility Rules training is implemented in the form of face-to-face training. In this training, a group is limited to a maximum of 20 people as exercises and practices related to communication and visibility activities will be carried out. However, if conditions arise that prevent face-to-face training, the training may be delivered remotely by using the Me-Learning© online learning platform and the Actio© meeting management tool.

After a general theoretical framework is drawn, learners are guided through interactions and practices in a way that facilitates learning and improves application skills. In order to maximize the transfer of the knowledge and skills acquired in this training to practice by the learners, the working area and project activities of the institutions/units of the participants are taken into consideration and exercise/practice is carried out to cover all stages of communication and visibility activities.

Learning tools and materials

Appropriate materials for exercises and activities involving visibility planning, communication and creation of visibility materials and contents in the EU Visibility Rules training are created as part of the training content and used during the training.

Audio visual and multimedia materials, templates, worksheets and other materials for exercises and practices are prepared by the trainer and distributed to the participants. However, if there is a sufficient number of hardware such as computers, notebooks or tablets in the learning environment, all materials are provided in a digital format and studies are carried out in digital context.

In accordance with our waste reduction policy, printed materials are not distributed in this training unless it is educationally necessary.

Assessment and evaluation

In order to optimize the learning process according to the learners’ needs, the level of readiness of the learners is assessed informally by the trainer at the beginning of the training. The activities carried out by the learners such as exercises and practices related to the planning and implementation of communication and visibility are evaluated as indicators of the development / learning and the trainer provide feedback and improvement studies based on them to ensure full learning.

A question sheet is administered  to the participants before and after the training to determine their level of awareness and knowledge of the EU Visibility Rules, either online or in print. In addition, at the end of the training, the Training Evaluation Questionnaire is applied.

All participants who have completed the training will receive a certificate of attendance showing that they have completed the EU Visibility Rules training and clearly stating the name and duration of the training they have received.
